TS_UPDATE_WIN_EXE_PATH is vestigial from times before our MSI package was smart enough to restart GUIs. We can remove it.
When I print update.exe's help using update.exe --help it's somehow weirly printed over the prompt. Respectively, the prompt is printed over the help, see: It's same in both cmd and PowerShell.
