AUSTIN, Texas — The lessons from Robb Elementary have now been written into law. After the 77-minute wait to stop the shooter, a new law now standardizes active shooter procedures and protocols, changing how schools and police respond in a crisis.

The calls seem to follow a script – a panicked and shaky caller says they are hiding in a college library, sometimes with the staccato of taped gunshots in the background.

Active shooter reports recently hit the University of Tennessee, Villanova University, the University of South Carolina, and the University of Arkansas.

Over the past 10 days, more than a dozen college campuses have been the target of the dangerous criminal hoax known as swatting, with law enforcement lured to a location in response to a false report of a horrific crime.
