Windows doesn't tell you which program is using a file and prevents you from renaming, moving, or deleting a file while it is in use.

To resolve the 'Word cannot open the existing file (Normal.dotm)' error, reset the Normal.dotm file, use Open and Repair, and disable add-ins.
