To create data bars in Excel, select your cells and then choose data bars from Conditional Formatting.

Excel automatically distributes these points along a uniform X axis. To add more data to the Y axis in a line chart, add additional numbers in cells below your existing data.

Under Formatting options, for example, you can choose to add data bars to value columns to emphasize their relative size, and add color scales to highlight values in specific ranges.

Widen that column to give your progress bars more room, like this: Now select the numbered cells, choose Conditional Formatting, Data Bars, and then pick the color you like.
